The United Nations Compensation Commission (UNCC) was established in 1991 by United Nations Security Council Resolution 692 as a subsidiary organ of the UN Security Council. Its creation followed the adoption of Resolution 687, which affirmed Iraq's liability under international law for any direct loss, damage, or injury resulting from its unlawful invasion and occupation of Kuwait (August 2, 1990 β February 28, 1991).
The UNCC was groundbreaking in international law. It marked the first time in history that a sovereign state was held financially liable for acts of aggression against another nation, with compensation paid directly to victims through a UN-administered mechanism. This precedent has since influenced subsequent international claims commissions and reparations tribunals.

Following the successful completion of the Gulf War claims process in 2022, the United Nations, in partnership with the British Compensation Commission and international financial crime agencies, has expanded its mandate to address a new global crisis: online fraud and financial scams.
Millions of individuals worldwide have lost their savings to investment scams, romance fraud, cryptocurrency schemes, fake lotteries, and advance-fee fraud. Many victims have received partial payments or no compensation at all from national authorities. The UNCC Fraud Victim Restitution Programme was established to address this gap.
β If you have been scammed and received only partial payment or no reimbursement, you may be eligible for additional compensation of up to $1,500,000 USD.
Who qualifies for this program?
β Individuals who lost money to online investment scams (forex, crypto, binary options)
β Victims of romance scams where funds were sent to fake profiles
β People who paid "fees" for fake lottery, inheritance, or compensation promises
β Those who received only partial reimbursement from previous recovery efforts
β Victims of phishing, identity theft, or fake shopping websites
Compensation amounts are determined based on:
π Total documented losses (bank statements, transaction records)
π Previous reimbursements received (if any)
π The type and scale of the scam
π The number of victims associated with the same fraud operation
The programme has already distributed over $847 million USD to more than 62,000 victims across 110 countries in its first two years of operation. Partial payments have been issued to many claimants, with additional funds released upon final verification.
π Important Note for Partial Payment Recipients: If you previously received a partial payment from another compensation program or recovery agent, you are still eligible to apply for the remaining balance under this UNCC initiative. Your previous payment will be deducted from your total approved amount.
